SIR E YOUDE'S LETTER OF APPOINTMENT

The attached draft letter of appointment has been cleared with PSD and POD. It follows the pattern of that issued to Sir Murray MacLehose in 1971.

The procedure for issuing letters of appointment to Governors does not appear to be standardised. Sir M M's letter

I understand, issued through PSD. (His P/F is at present with Pensions Section ODA) Mr Massingham's and Mr Davidson's letters were issued by yourself and POD respectively (copies attached). Mr Quantrill POD has no strong feelings on whether Sir E Youde's letter should come from us or from POD. I suggest therefore that we issue it. I do not think it necessary that the letter

commence 'I am directed by the Secretary

of State etc'.
