In your minute of 1 April tó'Mr Giffard, you asked for our and WIAD's comments on the idea that Governors should in principle be supported by a UK-based colleague.

The ability to cope with a sense of isolation is a factor we bear very much in mind when selecting Governors. We have attempted to minimise this by ensuring that

at least one other senior post in the Territory is filled by a British expatriate (eg Deputy Governor, Chief Secretary, Attorney- General, Financial Secretary) (known as the Monson doctrine ). Provision of such support in the shape of a DS officer may be limited by financial considerations and by a scarcity of officers with suitable experience. Another problem has been the desire of local governments to localise expatriate posts as far as possible. Nevertheless, at present we have these additional expatriates in the following posts:

The Chief Secretary, Falkland Islands, is also an expatriate post (HMOCS). In addition, there are expatriate Chiefs of Police in BVI and Caymans.

The effectiveness of this device varies with the personality of the officers concerned. In the case of Mr Davidson in the BVI, I think he did not feel sufficiently close to the Financial Secretary to take him into his confidence, though he had an excellent Chief of Police whom he could have used as a sounding board.

Authority recently received for Governors to take home leave annually and geographical departments' discretion to call Governors home for consultation at any stage help to minimise the sense of isolation. Other measures also help to this end, eg there
