Financial Secretary, BVI. No POD candidate in mind, but will examine further. We must now also look at Hong Kong, or ODA.

Financial and Development Secretary, Gibraltar. POD informed that they need not try for this one. We await response from Hong Kong, Treasury, and The Mint.

Governor, Anguilla. Mr Holland has only one DS candidate in mind Mr Bernard Pauncefort (until July, Administrator Ascension and now in WIAD). Mr Glaze (whom we originally approved for TCI) has specifically said he would not wish to be considered for Anguilla but would be interested in, eg Montserrat. I expressed reservations about Mr Paunce- fort, in particular about WIAD's comment on his performance in the last 3 months of his Ascension posting, and about the lack of political sensitivity on the Ascension stamp request. Mr Holland confirmed that Mr Edwards of WIAD will be asked to provide a full report on Mr Pauncefort in March 1983. We need now to look at other possibles, particular from Hong Kong.
