DEPENDENT TERRITORY STAFFING REQUIREMENTS: 1983-1985
1. Please see the attached list of vacant positions, in chronological order.
2. I went through the list on 19 October with Mr Holland (POD). He has noted those positions for which we would like him to identify possible DS candidates. I rehearsed the points about the need for high calibre officers, the interest shown in DT postings by Ministers, and Mr Quantrill's agreement that wherever possible DT postings should be treated as for DS posts
(i.e. less option on the part of the officer, unless there are valid reasons).

Government Secretary, St Helena Financial Secretary, BVI Chief Secretary, TCI Administrator, Ascension.
Civil Commissioner, Falklands. We agreed that there was little point in planning a replacement until FID could be more certain about the future role of the Civil Commissioner (and the proposed post of Chief Executive. One possible candidate POD have in mind is A C Watson (Brunei)).
Chief Secretary, Falklands. POD have no-one in mind. We agreed that we shall probably have to await FID's final views on the future of this post. POD have prepared a list of DS officers with DT/small island experience. Mr Quantrill will shortly write personally to each officer outlining, inter alia, all our DT posts and the career prospects of the officer, outlining the possibilities for training where necessary (eg by attachment to a Territory or to WIAD).

We need now to examine other possible candidates, including the possibility of Mr Dale extending until Mr Brooks (TCI) can be considered.
