consideration should be given to the appointment of a senior ex-
Governor to act as itinerant Dependent Territories Adviser ('HM
Inspector General of Dependent Territories')'. Some Governors
expressed reservations about the role of an adviser: local Ministers
might be suspicious. But in discussion it was agreed that short-
term visits by an adviser from London to assist Governors,
particularly those without HMOCS experience, would be useful.
5. There are only 10 resident Officers Administering Governments:
Anguilla, Bermuda, British Virgin Islands, Cayman Islands, Falkland Islands, Gibraltar, Hong Kong
St Helena and dependencies, and Turks anontserrat
Hồng Kengan Cafea Islands.
There would really by no job for a Dependent Territories Adviser
as regards Hong Kong and Gibraltar.
His role would be virtually
confined to those territories under WIAD.
6. WIAD already have an experienced ex-Governor, Mr Wallace,
in the Department and are capable of advising their Governors as
appropriate. It would be the aim to replace him when he eventually
departs by someone of similar background and experience.
Telephone
and telegraphic communications with their Territories are swift and
relatively reliable thus enabling a Governor to seek and receive
advice quickly when needed. Governors have home leave at least
every 18 months, in some cases every year, and there is facility
for recalling them for consultations as necessary. The Head of
WIAD usually visits the Caribbean territories at least once a year
and there are also occasional visits by other WIAD officers.
Moreover, there is an experienced HMOCS hand (a part-time Grade 5)
in Hong Kong and General Department to provide advice on general /Dependent
