DEPENDENT TERRITORIES ADVISER
Problem
1.
To reply to Sir R Posnett's letter of 8 December 1981 to
Sir E Youde in which he suggest the re-establishment of a
Dependent Territories Adviser post in the FCO.
Recommendation

Background and Argument
3. Sir R Posnett himself was formerly the Dependent Territories
Adviser. He combined the post with that of UK Commissioner on
the British Phosphate Commission. The Dependent Territories
Adviser post lapsed in 1979 when he was posted to Uganda. His
British Phospate Commissioner's duties passed to the Head of SPD.

The possible need for an Adviser to Governors was considered
at the Conference of Caribbean Governors in Barbados in January 1981.
It was an item in an agenda paper on Future Staffing in the
Dependent Territories.
This paper made a number of recommendations
for dealing with the problem of staffing senior Dependent
Territory posts as the pool of HMOCS experience dried up.
The Conference noted the last recommendation of the paper that
in 1982, depending on the economic constraints at the time,
