MAINTENANCE OF GOVERNMENT HOUSES AND GOVERNORS' OFFICES IN DEPENDENT TERRITORIES
During a series of Inspections in 1980/81 it was noticed that the accommodation in a number of territories was well below the standards agreed for Diplomatic Posts.

Whilst it is policy that the basic day to day maintenance and supply of furnishings to Government Houses and Governors' offices should be borne against territorial funds, it has become very apparent in the case of non- grant aided territories that this commitment is not forthcoming where such work looks like competing seriously with other local commitments. In such instances it can be embarrassing for the Governor to press his own interests.
In the non grant-in-aid territories we now seek your approval to use existing Vote 1 C5 and Vote 11 funds to pay for essential supplementary work and furnishings. Additional funds are not being requested and the new requirements will compete with other calls from DS posts on existing funds. We should ensure that the territories concerned are not encouraged to divest themselves of their responsibilities, and that it is not our intention to make PSA funds directly available to local governments.
It is proposed that the operative date of this scheme be 1 April 1982 and we should be grateful for your early concurrence.
