As you will be aware public expenditure is under very heavy pressure and we should not in effect be adding to this pressure by financing day to day maintenance and furnishings to Government Houses and Governors' Offices which are the responsibility of non-grant aided territories merely because of the susceptibilities of Governor's in pressing their own interests. We note that you would ensure that the territories concerned were not encouraged to divest themselves of their responsibilities but it is difficult to see how the spread of this practice could be stopped once a concession had been made.
