I think the Treasury's response to our case to use FCO funds for this purpose may have been affected by the fact that Mr Cartwright's letter of 16 December did not make it absolutely clear what we are proposing. Paragraph 2 of your submission of 5 October stated quite clearly that the local government should continue to provide funds for day-to-day maintenance on an adequate scale. What we are proposing is a special injection of funds to bring government houses etc up to a reasonable standard. If local governments do not provide adequate funds for day-to-day maintenance once the upgrading has taken place, it may be necessary for there to be a further injection of FCO funds in, say, five years' time. This, however, is very different from taking over day-to-day maintenance or running the risk of having to do so.
