12. All the islands I visited will depend increasingly on tourism for their development; so, much of our aid must be devoted to supporting this through such schemes as roads and appropriate airport facilities. This is particularly true of the three dependencies which should be encouraged to develop their economies to the point of viability. It will remain a problem that these countries, even when independent, look to us for defence, but we should continue to urge them to move towards independence.
13. One final point;
I find that British Governors, complete with
plumed hats, are rather an absurdity in this day and age in these micro- states. We should think about this.
