the elderly which is under construction. As I travelled round the Island I was able to see many of the remedial works which we undertook urgently following the disastrous storm last year which washed away many sections of the roads.
Dominica
9. Under the Prime Minister, Miss Charles, this country is making every effort to become economically viable. I was able to inform her that I had just agreed to a new package of aid for the banana industry in recognition of the desperate situation it is in at present.
development As a longer term measure, we are funding research into alternative tree crops and I visited, and was most impressed by,
and was most impressed by, this excellent project. I also went to the Police Training College and took the passing-out parade of new recruits. We have provided a Police Training Adviser which Miss Charles considers, given her internal security problems, is the most helpful aid she has received.
Anguilla
10. I met the Chief Minister, Mr Webster, and his team and made a tour of the various tourist projects under construction. The Chief Minister is anxious that we should construct a new airport to cope with tourism; in fact the primary problem of the Island seems to be its serious water shortage, with wells running dry. I advised them to pray for rain and the next day we were greeted by a tropical downpour.
General
11. There was disappointment in all countries that the US Caribbean Basin Initiative will provide so little aid for the countries I visited. In fact the US chooses to keep strictly away from giving aid to our dependencies. All the countries I went to still look to Britain as their major source of aid. The Canadians are developing aid programmes but the Government, felt that they tended to look for a British lead in deciding whether to support a project and so would usually come in only as secondary donors in larger projects.
