I am now in a position to let you know my findings in the exhaustive enquiry that has been conducted in this case.
As you are aware the allegations against the Small Boat Unit were made anonymously and amounted to drinking on duty, smuggling II's and jeneral indiscipline.
A widely publicised averal by the Deputy Commissioner, Operations, Peter Moor, for the writer to come forward and assist the enquiry met with no response. The investigation which followed was made more difficult therefore by the lack of a tangible and credible witness to provide lines of enquiry.
I. all some 106 persons were interviewed and their statements recorded. Apart from officers of Marine Police District and the Small Boat Unit interviewees included RHKR Volunteers, employees of the Hong Kong and Yaumatei Ferry Company and Illegal Immigrants.
The upshot of it all was, in the circumstances, not entirely unexpected. No evidence was uncovered to support any of the more serious charges although there is evidence that items of personal property belonging to some Illegal Immigrants were thrown into the sea and destroyed. When questioned about this, an Inspector and 21 Junior Police officers frankly admitted doing so and clearly believed their actions to be justified. In a number of instances the property thrown overboard included knives and other weapons but some money, clothing and other items of personal property were also disposed of in this way.
