er to disclose to him names of Government Officials, including Police Inspectors. Peter refused and said he would not do any such thing and the asked Liu Man to ask Wicky, another male prostitute whom Liu knew, about it. Liu Man said that though he had had homosexual relationship with Wicky, he was not well acquainted with him and he trusted Peter. Peter then asked Liu Man why it was necessary for him to disclose any names. Liu Man refused to give any reasons except that he (Liu Man) was in trouble.
46. Over the next few days, Liu Man on a number of occasions asked Peter to disclose names. Eventually Peter disclosed the following names, i.e., “John the ICAC man” and “Colin the whipper" (i.e. John MacLennan and Colin Logan respectively). Peter also gave the names of two male prostitutes, Alan and Michael, who knew "John”. It is relevant to add that during the period while Liu Man was trying to press Peter to disclose the names of Government Officers who were homosexuals, he gave Peter various sums of money totalling $500 in order to induce Peter to talk. It is extremely significant that Liu never put the names of "John” and “Colin" to Peter. The names came from Peter.

Having received those names, Liu Man told Peter that those names would help him and that he (Liu Man) would not have to go to prison. Liu Man said, “Peter, you are Chinese and they are Europeans. Even if they are prosecuted, nothing would happen to them and at most, they would be sent back." Peter asked Liu Man if the two Europeans would be prosecuted and Liu Man replied, "Not necessarily". Peter stressed that he would not be a witness for the prosecution and Liu Man assured Peter that he would not be required as a witness and that "nothing would happen”. Either on this occasion or on some other occasion, Peter told Liu Man that John was a Police Inspector living at Ho Man Tin and all the male prostitutes addressed him as Inspector John. Liu Man was obviously giving Peter false assurances.
Peter also told Liu Man that Inspector John later went to work for the ICAC. In actual fact, MacLennan never worked in the ICAC.

At about that time, Peter asked Liu Man not to report Alan's name, because Alan was his good friend, but Liu Man refused. Liu Man also said that John was the most important of the four names given to him by Peter because he was a member of the ICAC. Liu Man also asked for John's telephone number, based on which SIU later identified John MacLennan.

On 16 October 1979, Liu Man took Peter to the Hong Kong Hotel to meet Tin. Liu Man told Peter to give Tin the four names so that he, Liu Man, would be "off the hook". After meeting Tin, Liu Man gave him the four names disclosed by Peter and left. Tin then took Peter to the SIU where a long statement was taken from Peter. Taking of the statement lasted some two days, during which Peter gave Tin names of 12 male prostitutes who operated in Tsim Sha Tsui. At first, Peter refused to give those names but Tin said that the names were required in connection with John and that if Peter refused to disclose the names of persons who had had homosexual connections with John, Peter "would be guilty of not being co-operative or of obstructing the administration of justice.” Being thus frightened, Peter disclosed the 12 names. Tin further asked for names of Government Officers and Europeans males who were Police Officers and said to Peter, "We are the victims. We are all Chinese, and homosexuality is illegal. Nothing would happen to the European males. They would only be transferred to England.” Whereupon Peter gave two or three names of Europeans with whom he had had homosexual relationships. On 18 October 1979, at the SIU office, Peter identified the photograph of John MacLennan and signed the statement taken from him. Peter asked Tin if he would be prosecuted. Tin told Peter that it was not an offence to be a male prostitute, and only the European males would be prosecuted.
51. After leaving the SIU, Peter contacted Liu Man and Liu Man gave him $500 to pay off the loan-sharks to whom Peter owed money. Clearly, Peter gave information to the SIU because he was paid by Liu Man and also in the hope of being paid further money by SIU.
G. TARGETTING OF MACLENNAN
From the information provided by Peter, Alan and Michael were traced and interviewed by the SIU on 17 and 18 October respectively.

Alan declined to furnish information on his homosexuality with MacLennan but admitted to having spent one night in October 1979 with MacLennan in his flat, sleeping on the same bed. Alan also admitted to practise homosexuality for money.
Michael admitted in his statement to the SIU that he was picked up by MacLennan in Tsim Sha Tsui in December 1978 and committed an act of gross indecency with him in his flat.

After discussion, Brooks instructed Quinn to prepare a report on MacLennan and open an "Intelligence File”. Quinn completed the report on 25 October 1979. The principal object of this report was to "confirm that MacLennan is a practising homosexual and to give consideration to the issue as the whether SIU should continue as indepth inquiry into his background with a view to establishing further evidence against him or to proceed to trial with the available
