Seven days will not be an automatic right. It will remain within the Immigration Officer's discretion to refuse entry or insist on immediate transit if he thinks either necessary. Furthermore, we cannot automatically grant seven days transit to those without the right of return to China or

elsewhere:

These arrangements to be reviewed after three months with the understanding that we would revert to the existing system if there was widespread abuse of the new arrangements.

It is proposed that, if the Chinese Government agree, the above-mentioned three month trial period should begin on

1 October 1981 and end on 31 December 1981.
