defraud or deceive, is punishable with 14 years imprisonment.
Clause 2 of this Bill adds to that list identity cards and
other documents issued under the Registration of Persons
Ordinance.

Clause 3 creates a new offence of possession of
implements fit and intended for use in forgery; the burden
of proving that anything fit for use in forgery was not
intended for such use is placed upon the accused.
