Introduction
The principal purpose of this amending legislation is to increase the penalties for offences relating to forged documents which constitute proof of identity as defined under section 17 B of the Immigration Ordinance (Chapter 115).

The opportunity is also taken to introduce some minor amendments to the current legislation which recent experience has shown to be desirable.
Documents of Proof of Identity

Under Part IVA of the Immigration Ordinance (Chapter 115) 'proof of identity' is defined by section 17B to mean in effect any of the following 6 types of document:

(a)
an identity card;
(b)
(c)
an acknowledgement of an application for first
registration or for a new identity card;
a travel document;
(d)
a driving licence;
