GOVERNOR OF GIBRALTAR'S CALL ON THE LORD PRIVY SEAL: 22 OCTOBER
1.
The Lord Privy Seal has agreed to see the Governor of Gibraltar
at 3.15 on 22 October. I submit a brief.
2.
General Sir William Jackson has been Governor of Gibraltar for
3 years: a copy of his entry in Who's Who is attached. He last saw the Secretary of State on 9 March and, accompanied by the Chief
Minister, he saw Sir Ian Gilmour on 7 July. He has not met
Mr Atkins previously.

The call is a courtesy call but the Governor will nevertheless probably wish to mention matters of particular concern to the Gibraltar Government at present: possible imminent implementation of the Lisbon agreement; the Defence Review; the FAC Report; and the Nationality Bill. On this last subject the Governor has made no secret of the fact that his sympathies lie with the Gibraltar Government, who have lobbied hard for British Nationality. In view of the sensitivity of the issue in terms of Parliamentary tactics, the Lord Privy Seal may prefer to say nothing of the Government's
intentions so as to avoid the risk of an unintentional leak to
Gibraltar Ministers. Sir Joshua Hassan and Mr Isola will themselves
be in London at the crucial time lobbying against the Government.
