1. Following your reply we decided to delay replying to Hong Kong tel No. 296 while other matters were cleared. We now wish to get a reply to liong Kong before Lord Carrington's visit at the end of this week.
2. I attach a draft telegram. You will see that it follows the wording in para 2 of your minute of 17 March above except for

an addition to the first sentence;
b. deletion of the second part of the third sentence; and C. an addition to the second paragraph.
Subject to your views we should like to send this telegram off to Hong Kong today, Tuesday, or Wednesday at the latest.
