1.

I attach a brief for Lord Carrington's meeting with

Sir S Y Chung and Mr O V Cheung at 10.00 am on 2 February

to put their views on the draft Nationality Bill.

They will

be accompanied by Mr D R Ford, the Hong Kong Commissioner in

London. Personality notes are attached.

2. In addition, we expect that they will mention the concern

of locally-recruited Civil Servants and present and past members

of UMELCO about their position in the event of a take-over of

Hong Kong by China. I am submitting separately on this

question with a draft 'Points to Make', which could be attached

to the brief if the Secretary of State agrees it.
