NATIONALITY BILL:

1.

POSITION OF GOVERNORS OF DEPENDENT TERRITORIES

Please see the attached minute from ODA who, for reasons best known to themselves, have taken an interest in the position of Governors although they have no responsibility for these gentlemen.

2. I raised this problem at Mr Adams' meeting on 26 November. However, I did not pursue the point since I felt that the provisions for the DS and HMOCS would cover all but the odd exception as far as Governors are concerned. Moreover, it is unlikely, but not of course impossible, that a Governor who belongs neither to DS nor HMOCS would have children during his gubernatorial appointment.

3. I should be grateful for your views on how we should respond to Mr Fogerty's point. Can we, at this late stage, try and get DS/HMOCS Governors included in the ranks of 'Crown Servants'?
