I have the following comments on the draft telegram

attached to your minute of 7 January. se

a) The Guidance Telegram: Since Governors of Dependent

Territories are to receive a separate telegram, it

might be more appropriate for this one to be sent to them for information only.

b) The Telegram to Governors: This is fine except for the

point made to you by Mr Williamson. We should allow Governors more discretion on the timing of at least their telling their governments/Executive Councils that the publication of the Bill is likely to take place next week. This is particularly important in the case of Hong Kong and you have agreed that the Governor should be allowed to tell his Executive Council this on

This Tuesday, 13 January, at the regular weekly meeting. point should be made clear in the telegram eg 'You have discretion to inform local advisers in stricted confidence that the bill will be published very shortly.'

I should be grateful for an early sight of your letter of 31 December 1980 to Governors and the preliminary print of the Bill attached to it.
