Time is of the essence if we are to grasp a unique opportunity.

I think you should be aware of the strong feed-back we are

getting from thousands of letters, constant remarks by officials

and the observations of visiting statesmen and journalists about

the inaudibility of the BBC in China in comparison with our

competitors.

Under these circumstances it does seem that for Hong Kong to

be seen to be helping to meet an obvious and declared Chinese

need would be in its own specific interest, as well as that

of the U.K. as a whole.
