Thank you for your telegram of 2nd May. We were very grateful
for your congratulations on the 40th Anniversary of the Chinese
Service.
This is not the first time I have spoken publicly here about
the proposal for a Hong Kong Relay Station. The difference
on this occasion is that my words seem to have hit the Hong Kong
Press.

Bearing in mind that your letter of last December seemed to
indicate that the proposal from point of view of the Hong Kong
Government was buried if not entirely dead, the BBC is not sorry
that the near-corpse has been resuscitated for public discussion.
I well understand that you will now have to explain to members
of the Legislative Council what this matter is all about, although
I should be surprised if some of them were not already aware of
the proposal.

Even if they take your view that little or no benefit would
accrue to Hong Kong as a result of this project and I would
beg to differ on that point it seems to me that nothing can
be lost by them being aware of the proposal rather than that
they should remain in ignorance of it and that it should remain
buried.
