We have discussed your minutes of 21 November and 16 December 1980 about Mr Wong's Cat. II visit.

After consulting Mr Wong and the COI about dates, we have now agreed to provide a Cat. II programme from 14-23 January inclusive. As you will know, Cat. II facilities cover all accommodation, travel and other costs arising for the duration of the COI programme.

We have also discussed the programme content in general terms with Mr Wong, but he had no other requests or suggestions to make: He said that he would be well content with industry and visits to the provinces. The proposed COI programme (details to follow) will therefore concentrate on the items suggested, with visits planned to Wales, Bristol and the Midlands. In the absence of more specific briefing, the official programme will incorporate, as far as possible in the time available, a general information tour, as was recently provided by the COI for Mme WANG XI, Editor of the 'Beijing Review', a Cat. II visitor from China. Regretfully, we could not offer to include Scotland in Mr Wong's itinerary, as he had no particular reason for wishing to go there and this would be a necessary requirement to justify the COI costs involved. It was also felt that any visit to Scotland would take up a disproportionate amount of programme time, possibly at the expense of other suggested items. Mr Wong is aware of this.

On present plans, Mr Wong is due to travel to London from Manchester on 14 January. A COI escort will meet him on arrival and take to the Britannia Hotel, Grosvenor Square, 1 (Tel: 01-629-9400), where accommodation has been reserved until his departure the next day for Wales/Bristol. We and the COI are in contact with him about these arrangements. Mr Wong's programme proper will finish on 23 January, when he returns to London, but we shall accommodate until Saturday, 24th.
