Since the effectiveness of any school probably depends more on the calibre of the Head Teacher than on any single factor it is clear that the appointment of Heads should be regarded as an extremely important issue. It is open to question whether the Director of Education should in future, take a more active part in the procedures for the appointment of Heads. Certainly current procedures need reviewing.
