Standards in Primary Education

4.1
The Government attaches great importance to standards in
primary education. It was stated in the 1978 White Paper on the
Development of Senior Secondary and Tertiary Education that the principal
function of schools was to help children to acquire:
(1)
a lively interest in the world around
them and an ability to think for
themselves and make decisions;
(ii)
a sense of moral and social values,
(iii)
including respect for others and their
views and beliefs;
competence in the basic skills of
(iv)
(v)
(vi)
literacy and numeracy;
an appreciation of the world's cultural
heritage, in particular that of their
own community;
a realisation of Hong Kong's place in
the world and its inter-dependence on
other parts of the world;
a basis of mathematical, scientific and
technical knowledge and skills to prepare
them for the fast-changing, highly
technological society in which they will
live and work;
(vii) a knowledge, through a school-based
guidance system, of the career opportunities
available to them.
Of these aims, (i), (ii), (iii) and (iv) are particularly important at
