The UPGC has expressed concern over the mix of students by level and mode of attendance at the Polytechnic within the 1978 White Paper ceiling of 12,000 fte students. The White Paper envisaged that continuing expansion of technician and commercial education would be provided in the technical institutes, enabling the Polytechnic to concentrate a greater proportion of its work at higher levels, although a substantial proportion of the Polytechnic's work will remain at the ordinary Diploma and Certificate level. While the student-mix allowed for in the recommended grants enables substantial progress to be made towards this objective, the direction of further development will be subject to the outcome of the Review of Post-Secondary and Technical Education currently in hand.
