The University Grants Committee of Hong Kong was formally established in October 1965; in May 1972, it was expanded to take in the Hong Kong Polytechnic and became known as the University and Polytechnic Grants Committee (UPGC).

The terms of reference of the UPGC are:

"To keep under review in the light of the community's needs:

(a)

the facilities for university and polytechnic education in Hong Kong;

(b)

such plans for development of the Universities and Polytechnic as may be required from time to time;

(c)

(d)

the financial needs of university and polytechnic education; and

to advise the Government on the application of such

funds as may be approved by the Legislature for university and polytechnic education.

Pursuant to its terms of reference the UPGC has submitted its recommendations in respect of recurrent subventions for the triennium 1981-82 to 1983-84 and these are enclosed at Annex A. The Committees recommenda- tions for capital works for 1981-82 are enclosed at Annex B.

The Committees recommendations are based on the 1978 White Paper on Senior Secondary and Tertiary Education, amended for the universities on 2nd September 1980 when Members considered XCC(80)106 on growth rates for Universities in the triennium 1981-84, On that occasion the Council advised and the Governor ordered, inter alia:

(a)

that the UPGC should be invited to work on an increase in the growth rate at the Universities in the 1981-84 triennium from 3% to 4% per annum in terms of additional resources; and
