I discussed this in Hong Kong with the Secretary for Security and

the Governor.

The Governor accepts that for the moment we can only

wait to see if there is a significant change in the situation which

would provide a basis on which to go back to Ministers with a proposal

for another quota. Meanwhile, I reported to Hong Kong on the discussion

which Mr Ford and I had with the Home Office about a possible sponsorship

by Hong Kong of one of the voluntary agencies in the United Kingdom.

They will consider this but are not encouraged by the Home Office's

attitude.

2. It may be that for the time being that the best we can do is to get

as generous an attitude as possible towards family reunion cases from

Hong Kong which may at least give the impression that some sort of off

take will continue even after the current quota is filled up. I will

keep in close touch with Mr Ford on this.
