I should

1. I attach 2 draft telegrams prepared by SEAD. make clear that I am unhappy with the general picture which they present. I accept that it would be politically unwise to try to argue for the exclusion of these ship rescues from the 10,000 quota. I also understand why the Home Office are reluctant to go to No 10 about a guarantee which would probably be rejected. Nevertheless there are too many slaps in the face for Hong Kong in the present texts.

I suggest that the last sentence be omitted from the first telegram and that the second be changed on the lines of the attached re-draft.
