Your Tel 691: UK/PRC Air Services.
We accept your judgement that it is necessary to take a tough
line with CAAC in order to produce results. We also note
that line proposed in para 2 of Hong Kong Tel 1027 contains
material including threats of retaliatory action against CAAC
extra sections and charters which you have not been able to
draw on up to now in your dealings with CAAC on this matter.
We also note that you have not yet drawn fully on material
in our Tel 449.

It would appear to us therefore that you have got something

new to say, and with christmas and the lunar new year in prospect
it might be enough to do the trick.
We suggest therefore that in seeking agreement to full B707
capacity for December you should now take the line proposed
NË in paragraph 4 of your Tel 668, but if you have to deliver a
specific threat we would prefer you to use material proposed
by Hong Kong in the first instance. As seen from here a
further threat to act against the Nanjing services would be
justified if CAAC continue to act unreasonably, but we would
be grateful to have your assessment of the risk of further
counter action by CAAC before you go so far as to threaten
any reduction of the Nanjing services.
