It seems to me that Hong Kong have tried to put some useful material into Peking's hands, and that the latter are over- reacting a tiny bit in their latest response. I therefore attach a draft telegram which is designed to give Peking enough encouragement to carry on the good work without totally setting aside Hong Kong's understandable caution.
