Figure 21 presents the development programme currently recommended by the Consultants for the replace- ment airport. The pacing items external to the airport implementa- tion schedule that are critical con- straints on the development pro- gramme include the EXCO decision to proceed with further planning work for the replacement airport. A second pacing item is the EXCO decision to proceed with construc- tion by the end of 1982. The other external pacing operations are the completion of both the fixed cross- ing and an airport access roadway. These are scheduled for the end of 1986, which is consistent with the development programme shown in the schedule.
