Thank you for your letter of 30 July about the Exco decision on giving "further consideration" to siting the new airport at Deep Bay. I have the political considerations very much in mind and have discussed them with the Acting Governor.

What Exco had in mind was to reconsider whether the earlier decision against carrying out a full consultancy on the Deep Bay site remains valid in light of developments since then (planning studies for the North West; development of Tin Shui Wai; and, arguably, changed political relationships). Present thinking is that we should look again at the old arguments and consider whether or not they remain valid before going back to Exco on the question of whether or not there should be a full and costly study of the Deep Bay site. Part of that re-think will of course be the political implications of an airport site very close to the border.
