The Government would like to find a replacement container port. By reclaiming the

If the new container port could be located in this area, this would create thousands of jobs for the residents of Tinshuiwai, Tuenmun and other townships and it would certainly be a boost for the Yuenlong and Laufaushan areas, the Government is thinking Regardless, however, of whether the airport is built on Lautqu or in the vicinity of Tinshuiwai, the new airport could not be ready until the middle of the 1990's at the earliest, not very long before the Lease on the New Territories expires. There appears to be no way for the Hongkong Government to recover the cost of the new airport no matter where it is to be located and the logic of building a new airport is that Hongkong will continue in some shape, or political form, past the expiry date of 1997 when, theoretically, the Chinese Government will take back the New Territories.
With the Hongkong and Chinese Governments firmly committed to allowing the develop- ment of Tinshuiwai, the Hongkong Government, TARGET has been told, is of the opinion that Hongkong will be given a new political status eventually and that the build- ing of the new airport could be critical for the negotiations between Hongkong and China when they take place.
One source close to the Financial Secretary's office told TARGET that negotiations have already begun with the Chinese Government in respect to Tinshuiwai and that the Chinese Government has been holding urgent talks with directors of the other companies Kong.
