Introduction
On 6th May 1979 Members considered memorandum XCC(79) 24 which outlined recent developments with respect to the proposed through train service to Canton. Members advised and the Governor ordered:
(a) that the general proposals for a through passenger train service between Kowloon and Canton outlined in the memorandum should be endorsed; and
(b) that the General Manager, Railway should be authorised
to conclude the negotiations on the basis of these principles.
The Council noted that, if the outcome of the negotiations required any amendments to be made to the Kowloon-Canton Railway Ordinance (Chapter 99) or Regulations, a further submission would be made at a later date.

The General Manager, Railway concluded negotiations with the Guangzhou Railway Administration (GRA) on 20th March 1979, and the first through train came into daily service on 4th April 1979. Subsequently arrangements were made for the running of a second daily through train which came into operation on 11th February 1980.

The present services are operated in accordance with an agreement between the KCR and the GRA, headed "Method of Operating Through Passenger Trains, Guangzhou - Kowloon". The agreement covers all areas of railway operations, under the following headings:
(a) Conditions of carriage for passengers and luggage.
(b) Frequency and timing of trains.
(c) Composition of trains and provision of rolling stock.
