Regulation 20 sets out the circumstances under which the regulations are not to apply to officers of the Crown it provides that Regulation 5 shall not apply to a Police Officer, an Immigration Officer or Immigration Assistant, an officer of the Fire Services Department, a member of Her Majesty's Forces, a member of the Customs and Excise Service, the Commissioner, Deputy Commissioner or an officer of the Independent Commission Against Corruption who requires access to the railway or any part thereof for the performance of his duty in circumstances of such urgency that the performance of his duty might be frustrated or seriously impaired if the regulations were to apply to him.

The proposed legislation will be publicised so that people may be made aware that it is an offence to enter the restricted areas within the railway station unless they are bona fide passengers or have a valid permit.

the Kowloon-Canton Railway (Amendment) Bill 1981 at Annex A should be introduced into the Legislative Council; and
the Kowloon-Canton Railway (Restricted Areas) Regulations 1981 at Annex B should be approved in principle to be submitted for final approval by Members after the Bill has passed into law.
