It has also been suggested that the Hong Kong Government might participate on an equity basis. Although there are some arguments in favour of the Government's participation (such as the environmental and safety considerations), it is likely that such participation would carry with it the risk of being used by other parties for their ends. In all the circum- stances, it is felt that the supply of electricity is better left, as up to now, in the hands of the private sector. It is proposed to discourage any sugges- tions that the Government might participate directly in the joint venture.

There are substantial environmental, and safety implications of nuclear power projects and these have been the source of increasing anxiety on the part of the public and governments in many countries. proposed nuclear plant could be sited as close as 20 km east of the border and the direction of the prevailing winds, combined with the local geography, could severely limit the scope for evacuation of the Hong Kong population in the event of an accident involving a serious leakage or a melt-down. It would therefore be important for particularly thorough consideration to be given to the selection of sites in relation to environmental and safety aspects and to have appropriate safeguards built into any agreements that are reached.
