LORD KADOORIE: GUANGDONG NUCLEAR PROJECT
You phoned me the other day to tell me that a meeting had been arranged between Lord Kadoorie and the Lord Privy Seal at 4.15 pm on Monday 19 October; you asked for me a contribution towards the brief.
Please find enclosed a short background brief, based largely upon the brief for the Prime Minister prepared for the Anglo/French summit and a Line to Take. I have kept these deliberately short as Lord Kadoorie will be having substantive talks with Mr Manzie on the preceeding Friday and will also be meeting My Secretary of State the following Wednesday. I therefore anticipate that any conversations with the Lord Frivy Seal would be of a general political nature, emphasising the impor- tance of the Guangdong nuclear project to China/Hong Kong/UK relations.
I also believe that there is a possibility that Lord Kadoorie will raise other matters of concern in the Colony. at present, including the Nationality Bill. You may be aware that Lord Kadoorie will be making his maiden speech during the debate on the Bill; he told me that although he knew that it was customary to keep a maiden speech non-controversial, as the Colony's only Lord, he was coming under some pressure to more adequately reflect its views.
