Tony Reeve the Head of ACDD here who is also covering JNU until a successor to Robert Alston is in post is visiting Washington on 30 April. During his visit he will have some brief discussions on non-proliferation issues.
2.
It is possible (though it seems unlikely) that the Americans will ask about Guangdong. I do not propose that Tony should raise this question himself but I have produced a short defensive brief (based very largely on what we gave Patrick Moberly in February) in case he needs it.
3. I should welcome any comments on the brief by close of play on Tuesday 28 April.
