As you know, we had a further discussion with Framatone Mr. Aboudarhan - about the text of our agreement on the Guangdong nuclear power station. The meeting went fairly well so far as we are concerned, and I attach a copy of the text which is more-or-less agreed between us, though our lawyers are casting a final eye over it.
The main difficulty was in respect of the wording used in Article 1 about the fuel supply and related services for the nuclear island. Mr. Aboudarhan adamantly refused to accept the wording you suggested and made it clear that this could be a sticking point for his Government in accepting the whole concept of an agreement. I explained that this was important to the UK side, too, and reserved our position on the passage in question which you will see has two alternative forms, either of which would be satisfactory to Framatone. Of the two, I prefer the second, which seems to me to be somewhat less specific. However, you will want to discuss within Government.
Frankly, I do not see Framatone moving from their position to any significant degree, and I doubt whether it is worthwhile our attempting to negotiate further.
You may wonder what significance there is in the phrase "re-loads specified in the contract". This is because I asked how many charges were normal in this context and was told that it varied between 2 and 10, depending on the wishes of the customer.
