contraction of the existing Chinese position which is that Hong Kong is Chinese territory temporarily under British administration. It is, however, interesting that Chan Gang should have gone out of his way to draw attention to the political implications of the nuclear project and the differences in the relationships between China on the one hand and France and the UK respectively. But I see this as mainly intended to encourage GEC to put pressure on HMG to assist in making the financial package as attractive as possible. I do not think that there is any significance in his remarks for the question of the future.
