Customs Controls
There are no customs tariffs in Hong Kong and consequently no customs formalities for importing or exporting goods.
Details of requirements for excise duties and trade declarations are given in Section 6.
Import and Export Licensing
Hong Kong has few trade controls. Import and export licences are only required to enable Hong Kong to fulfil its international obligations and for health, safety or security reasons. For example, textiles are subject to import and export licensing because of Hong Kong's obligations under agreements with various countries to restrain exports of certain textile products. Explosives,
arms and ammunition are subject to licensing for safety and security reasons, and pharmaceutical products are subject to import licensing for health reasons.
With these few exceptions, trade is not subject to import or export licensing. However, if licences are required, the Department's Trade Controls Division normally issues them within 24 hours from receiving an application.
