A final decision on whether the new airport will proceed will not be taken until 1982 when the master plan is complete. It has not yet been decided how the main construction contracts will be let.
LANTAU FIXED CROSSING
The Engineering Consultants Group of Hong Kong (led by Mott, Hay and Anderson) are carrying out studies on linking Lantau Island to the mainland by causeway or high bridge. The last study is due to be completed in late 1981. If a decision is then made to go ahead (contin- gent upon the building of the airport at Chek Lap Kok and the associated development of Northern Lantao) construction tenders could be issued.
KOWLOON MOTOR BUS COMPANY (KMB)
The Kowloon Motor Bus Co is undertaking a programme of expansion and modernisation. As a result BL won a £20 million order in 1980. There is also a possibility of further orders in 1981 and 1982 from both KMB and the other major bus company, the China Motor Bus Co (CMB). Under a clause in the Public Omnibus Services Ordinance all new buses must be of Commonwealth manufacture. This effectively gives UK firms a monopoly of the orders. It is, of course, a considerable asset to us but subject to criticism, in Hong Kong.
ALTERNATIVE CROSS HARBOUR LINKS
In November 1979 Mott, Hay and Anderson, in association with a US firm, Wilbur-Smith Associates, were awarded a £2.5 million contract for a study of alternative cross harbour links (i.e. a bridge or tunnel) from Hong Kong Island to Kowloon. The study is due to be completed in 1981.
TUEN MUN LIGHT RAILWAY
A 25km Light Rail Vehicle system planned for the new town at Tuen Mun in the New Territories is under consideration. The Hong Kong Government have recently been reviewing transport requirements for the area and it is possible that they may decide to expand the bus services in the area instead.
OIL REFINERY
Some preliminary discussions between BP and the Hong Kong Government have taken place about an oil refinery to serve Hong Kong, China and other territories.
