substantial slice of hardware contracts on MTR. Important that past successes

emphasised as encouragement for UK firms to be front runners for Island extension to MTR. Press as appropriate for Metro Cammell's proposals to alter car mix. Kowloon Canton Railway visit opportunity to see progress and to emphasise UK firms role in

co-operating in venture.

Reception for Businessmen: (Brief 5)

6 A general opportunity to emphasise to individuals close trading links, growth of two way trade, hopes for increased UK investment in Colony. Useful opportunity to emphasise importance HMG attaches to UK firms participating in infrastructural and capital projects for long term good of Colony. Emphasise as appropriate that we see

Hong Kong and UK firms co-operating in springboard to China.

Dinner with Mr David Jeaffreson: (Briefs 3–11)

The

David Jeaffreson as Secretary for Economic Services controls a number of Departments including Civil Aviation; Post Office; Trade, Industry and Customs; and Marine. dinner will provide an opportunity to discuss as appropriate the whole range of UK/

Hong Kong Trade, indusland economic issues. Useful opportunity to seek views

on what more UK firms should be doing in Hong Kong; where the Hong Kong Government would wish to see increased UK investment; to touch on C & W issues (as necessary) before the

meeting with the Governor; and to refer to problems over consumer electronics.

Meeting with Director of Trade, Industry and Customs Briefs 3, 5, 6, 7 and 11)

Objective will be to discuss consumer electronics issues. Important that there

are not raised in isolation from general welcome for increases in two way trade; increased presence of UK firms in infrastructure projects (MTR and Castle Peak B) and desire to see increased UK industry investment in Colony. Important in context of

consumer electronics to raise only those issues origin certificates, prevention of leakages (laundering) from VRA countries and reconciling of statistics about which

Hong Kong Government can act. Sensitive issue of textiles should be left to Director to raise. If it is important to re-affirm HMG's commitment to strong successor to

present MFA but that we do not wish to discriminate against

Hong Kong.
