I apologise for the inordinate delay in answering your enquiry

on go-down sites in Kowloon Bay and your reminder of 9 January.

The purchase of these particular sites is indicative of our

difficulty in keeping track of Chinese activities in the land and property

markets in Hong Kong. This is because a variety of companies are used to

make the purchases and we frequently have only press reports to judge whether

the sale is to a China-based or controlled organisation.

Nevertheless, this sphere of activity is certainly one in which I

maintain a close interest and one which I would hope to monitor more

effectively in the future. In the meantime, I enclose brief comments from

Environment Branch on your letter together with the most recent GIS report

on Chinese investments in Hong Kong. I shall ensure that you see updated

versions of this (and all other) GIS China News Reports.
