Regulations for Xiamen Special Economic Zone
7. "Regulations concerning the building of the Xiamen Special Economic
Zone" were submitted to the recently convened third session of the 5th
Fujian Provincial People's Congress. It is expected that these regulations (generally defining the Zone, tax laws etc, along the lines of the regulations applicable to Guangdong) will soon be formally promulgated.
Cross-border motor-coach services

The long-delayed cross-border coach service between Hong Kong and
towns in Guangdong seems finally to be ready to commence in the first
week of June. The Motor Transport Company of Guangdong and Hong Kong Ltd (Inchcape/Guangdong Province partnership) told the Secretary for the Environment in mid-April that the passenger-processing facilities on the
Shenzhen side of Man Kam To were now sufficiently advanced to allow operation
of a "pilot service" of three outward and three inward coaches each day.
The pilot service will run to three destinations in eastern Guangdong: Shantou (more than 160 miles from Hong Kong, but the site of a Special Economic Zone and developing tourist area); Huizhou (some 60 miles north of Hong Kong); and Kingning (some 160 miles northeast of Hong Kong).

According to press reports, other destinations in Guangdong will eventually include Chao'an, Puning, Haifeng and Danshui in eastern Guangdong as well as Guangzhou, Dongguan and other cities. The continued delay in the inauguration of a service to Guangzhou was caused by delays in the construction of the Hong Kong Guangzhou highway "because many
Chinese workers on the project defected and sneaked into the Colony as
illegal immigrants".
