For the last few months there have been a number of press reports speculating on the details of the new SEZ

Most regulations considered by the meeting in Peking in June. interest has been generated in the proposals regarding simplified immigration procedures and the plan to seal off the Shenzhen SEZ with a fixed northern boundary. It remains to be seen however just how detailed any new regulations will be. Certainly few of the measures are yet known by officials in Shenzhen itself. During a recent border liaison meeting the Hong Kong delegation was assured by officials both from Shenzhen and Guangzhou that many of the measures talked about by the press remained so much speculation.

Proposed Highways Linking Guangzhou with Hong Kong and Macau

Towards the end of July a number of local newspapers reported that the Guangdong authorities had sought foreign investment in the design and construction of a highway network linking both Hong Kong and Macau with Guangzhou. The Hong Kong companies named were Cheung Kong Construction Company and World Wide Construction Company together with an "overseas consortium" (thought to be Japanese). It is not clear what sort of joint venture arrangements (spread over a rumoured 30 year period) the companies have reached with the Guangdong authorities or how they will recover their investment (for example, road tolls etc?). Given the extremely unfavourable terrain, and the need to build some 20 bridges across the tributaries of the East and West Rivers, the project will call for colossal investment.
