study were plans to permit registered Chinese banks in Hong Kong and Macau to set up branches in the SEZS and gradually to allow foreign banks. also to set up branches there.

Positive efforts should be made to raise funds

for the construction of the SEZs and to make

the best use of overseas Chinese and foreign

capital.

(f) Foreign capital should be used in the construction of such facilities as airports, harbours, railways and telecommunications. These enterprises could be operated by the SEZs themselves or as joint ventures using Chinese and foreign investment.

(g) The relevant customs authorities should give preferential tariff treatment. to capital and consumer goods imported into the. SEZS.

A clear

demarkation should be made between the SEZ and the Chinese hinterland. (This is a reference to the now frequently discussed plan to delineate a clearer and tighter northern boundary to Shenzhen SEZ, with customs checkpoints on the railway and on the six roads leading into the SEZ. (h) Entry and exit procedures should be simplified

to facilitate travel into the Zones. (The proposed measures seem to include the issuing of multiple entry visas, temporary entry visas, and temporary residence permits).
