Visit to Hong Kong by Mr. Ren Zhongyi

During his visit to Hong Kong, Guangdong's Party 1st Secretary, Ren Zhongyi, called on HE the Governor on 26 October. At this meeting, Ren explained that the purpose of his visit was simply to familiarise himself with the increasingly close contacts between Hong Kong and Guangdong. Nevertheless, the discussion established that there was a continuing Chinese interest in the construction of a road-bridge across the Shenzhen River at Lok Ma Chau and that there existed a tentative plan by the Guangdong authorities to investigate the possibility of electricying the Kowloon-Canton Railway between, Lo Wu and the centre of Shenzhen (some 7-8 kms.). In addition, Vice- Governor Zeng Dingshi confirmed that Mr. Gordon Wu (Managing Director of Hopewell Holdings Ltd.) had signed a letter of intent for a feasibility study to improve long term communi- cations between Guangzhou, Shenzhen and Macau through the construction of some 240 kms. of roads. The feasibility study
would take a year.
The results would then be studied and decisions taken (paragraph 4 of Monthly Notes: July refers).
Regulations governing foreign trade and investment

According to press reports, the Chairman of the State Council's Foreign Investment Commission, Vice-Premier Gu Mu, has recently considered a series of draft laws and regulations relating to foreign investment in China. Wen Wei Po on 12 October reported that no less than 50 laws and regulations on such activities had recently been drafted by various departments of the State Council. Among the most important of these were laws and regulations relating to profits tax (in oil-
